This illo is called "Bladebird" because of her bird-like appearance and, well, her blade.
She also has some similarities with the old Cyborg 002...
I quite like this pic, even if it has a lot of issues.
This is one of the first pics using textures from UT2003, and the special mirror technique on the blade.
It's quite simple, really. Make a copy of the pic, mirror and compress it with the transformation tool, lower opacity and erase the leftovers. (there is a certain amount of perspective tweaking in this angle as well)
Pros:
General appearance, her headgear and blade reflection. The glyphs on her shoulder pads
Cons:
It isn't perfect by any means, but her face and eyes are especially freaky.
